The vast majority of network prime-time programming is shot in 16:9, and to display the full 16:9 program from cable would require that either the cable sends "clear QAM" HD signal (can be tuned by the TV) or a HD cable box connected to the TV by (preferably) HDMI and the HD cable box tuned to a HD signal.

An SD cable box would tune to just SD signals, which are often extracted from the HD signal with about 25% of the picture cut off from the edges to fit a 4:3 screen, and then sent as a SD signal (480i) down the cable, and then when the SD cable box sends the signal to the TV, the TV doesn't have anything to display for the outer 25% of its screen so it shows thick pillar bars.

However, a HD cable box can receive both SD and HD signals, so tuning to a HD signal will give the full 16:9 picture as intended by the director, and that in high-def (720p or 1080i for most broadcast stations), filling the picture screen with the best quality picture possible.

A few stations and the majority of subchannels to major stations are in SD and those will show the pillar bars, even on a HD cable box.

I find that about 2/3rds of what I watch is HD and nicely fills the screen, and about 1/3rd is SD and has pillar bars, but then I tend to catch a fair amount of "nostalgic" (pre-HD) TV.

You will have to decide if it is worth the cost of a HD cable box and HD service to see HD shows in HD and fill your TV screen, or if thriftiness wins out and you end up with 75% of the picture in poorer quality. However, if a HD cable box with HD service is within your budget, I think you will find that once you try it, you won't go back to SD (except for content that is available only in SD).
