Does the fan on this unit stay on when it is not cooling? Or does it stop and restart when the temp. goes up?

What accessories go with this.

The outside is fully exposed I'm I missing something? There is a grate but that's it. I can see the copper pipes.

We appreciate your interest in this air conditioner. In looking at the picture attached, this appears to be normal. The grille is designed to keep creatures (birds, squirrels, etc.) out of the coils, while at the same time, not restricting any of the air flow from the inside of the device. This appears to be in proper order.
