To open the Settings app

Tap the Home Button > the Apps icon > Settings .

OR
Tap the Home Button > touch and hold the Recent Apps Button > Settings.

NOTE
The upper-right corner of the Notifications panel also has a Settings icon that you can tap to open the Settings app.
