The fan motor operates in the mechanical compartment below the rear of the refrigerator to disperse heat when the cooling motor(compressor) is in operation.
During this time, outside air will be drawn into the mechanical compartment.

For safety purposes, unplug the power cord and use a vacuum cleaner to remove dust from the mechanical compartment cover first before wiping it down with a damp cloth or a wet wipe.
