Now the battery is dying and a replacement phone cannot be found anywhere; it's out of stock everywhere I look. I guess I"m stuck without a phone now since I am not eligible for a smartphone at work and I refuse to pay for one personally.

How does the call block work on this phone?  Have looked everywhere and can't find anything.

The LG Xpression does not have the block call option built into the device's operating system. AT&T Offers a feature called Smart limits. The program allows you to block up to 30 numbers and runs $4.99 per month for one line or $9.99 for up to 10 lines. Wifi connection

When it says "Wifi accessable does that mean if you inter the wifi password you can go online without a data plan?

This phone is a basic phone and has NO wifi connectivity. If you want to use data on this phone, it's either you have a data plan on the line or will use data and be charged in a pay-per-use, if no data plan is added.

If I add this phone for my grandchildren to my data plan, can they go online and download apps to this phone?

If you have a Mobile Share Plan, yes, they can use your shared data and download apps on this phone. But, you have the option to put a data block (as it being a basic phone). On the other hand, if you are in a nation or family nation plan and just wants to use this phone for talk and text, you can add it and add a data block (so no need to add a data plan). Putting a data block on this type of phone would not allow you to send or receive picture or video messages.

Does this phone require a data plan? If you dont get a data plan is there a lock you can put on it so something is not used and then get charged extra

Since this is a basic phones, yes, you have the option not to get a data plan with it and if you don't like to get charged for data, a data block can be provisioned but putting a data block would not allow you to send/receive picture and video messages. These activities would require data. On the other hand, when you will use data, you can be charged on pay-per-use (if you opt not to add a data plan) or add a data plan and be charged on a monthly basis.
