Is this phone 4g compatible?

The frequencies that are supported on the LG Xpression QWERTY Phone, Model # C395 are 850/900/1800/1900 MHz. It does not support 4G frequencies which operate at additional frequency bands and spectrum around 600 MHz, 700 MHz, 1.7/2.1 GHz, 2.3 GHz, and 2.5 GHz...^IFV

How does the call block work on this phone?  Have looked everywhere and can't find anything.

The LG Xpression does not have the block call option built into the device's operating system. AT&T Offers a feature called Smart limits. The program allows you to block up to 30 numbers and runs $4.99 per month for one line or $9.99 for up to 10 lines. Face Time app is included in the AT&T software for iPhone 6. Is there a similar or compatible App for LG Expressions models?

Can you receive pictures from other cameras with this phone?

Wifi connection

When it says "Wifi accessable does that mean if you inter the wifi password you can go online without a data plan?

This phone is a basic phone and has NO wifi connectivity. If you want to use data on this phone, it's either you have a data plan on the line or will use data and be charged in a pay-per-use, if no data plan is added.

If I add this phone for my grandchildren to my data plan, can they go online and download apps to this phone?

If you have a Mobile Share Plan, yes, they can use your shared data and download apps on this phone. But, you have the option to put a data block (as it being a basic phone). On the other hand, if you are in a nation or family nation plan and just wants to use this phone for talk and text, you can add it and add a data block (so no need to add a data plan). Putting a data block on this type of phone would not allow you to send or receive picture or video messages.
