Make sure you are connected to the Internet to sync the date and time.

Try this
If the date and time settings are incorrect, Windows update will not proceed as it is judged to be abnormal use.
Right-click [Date and Time] on the right side of the taskbar, and then click [Adjust Date and Time].
Please check the date and time settings.
1. [Set time automatically] - Make sure the switch is set to “On”.
2. [Synchronize now] - Click the “Sync now” button to match the current time.
After completing the setup, check again to see if Windows update is running.
Simultaneously press the [ + I ] keys on the keyboard to enter Windows settings.
[Start] → [Settings] → [System] → [Troubleshooting] → [Other troubleshooters] → Click the [Run] button in the Windows Update section.
When you see the message “We have completed troubleshooting” click [Close].
Then check whether Windows update is running again.
If you don't want to use Storage Sense, you can use the Cleanup recommendations feature to identify and clean up temporary files and system files on your device.
Select [Start] → [Settings] > [System] > [Storage] > [Cleanup recommendations].
Review each category and select the ones you wish to remove: temporary files, large or unused files, files synced to the cloud, and unused apps.
Select the items you want to remove and then click the [Clean] button to free up space.
